Introduction

Chairman Smith, Ranking Member Conyers, and members of the Committee: Thank you for the opportunity to testify today about the Department of Homeland Security’s (DHS) efforts to secure our Nation from the many threats we face.

This committee continues to play a critical role in helping the Department in our security mission, and I am grateful for the chance to update you on the progress we are making. The Department has six mission areas:

Introduction

Secretary of Homeland Security Janet Napolitano extended the Temporary Protected Status (TPS) designation for Sudan for 18 months. She also designated the new Republic of South Sudan for TPS for 18 months. Both the extension and the new designation are effective Nov. 3, 2011, and will continue through May 2, 2013.

WASHINGTON— Secretary of Homeland Security Janet Napolitano and Immigration and Customs Enforcement (ICE) Director John Morton  announced a new initiative to streamline the international student visa process for foreign students seeking to study in the United States. The Study in the States initiative is a key component of a government-wide effort to encourage the best and brightest foreign students to study and remain in the U.S.

First in Series of Regulations Designed to Facilitate Electronic Filing and Handling of USCIS Benefit Requests

WASHINGTON—The Department of Homeland Security (DHS) published the first in a series of regulations intended to promote the migration of U.S. Citizenship and Immigration Services (USCIS) benefit filings from a paper-based environment to an electronic one. The regulation is an important step toward modernizing how USCIS handles the more than 6 million benefit applications submitted annually.
